HIV Prevention Program:

Community Planning Team Plan

A Brief History

In 1994, the Centers for Disease Control (CDC) required that states create community-based planning groups to determine the allocation of federal HIV prevention funds. In Oregon, each county public health agency was instructed to convene local planning groups comprised of service, provider, consumers, and other interested persons, to reflect the population demographics of the county. The main purpose of these county planning groups was to develop plans which reflect local needs and priorities. These local plans were then submitted to the state planning team and incorporated into the state prevention plan. The Multnomah County Health Department formed a local planning group that has evolved to become the Multnomah County HIV Prevention Community Planning Team (CPT). The Multnomah County CPT currently utilizes the state prevention plan with local modifications using a community input process.

Planning groups utilize participatory planning to identify needs and make decisions. This requires the broad-based involvement of a wide range of individuals and viewpoints. Differences in background, perspective, and experience are essential to the process and valued.

The Mission

The Multnomah County HIV Prevention CPT will collaborate in the creation of a compassionate, comprehensive plan to prevent the spread of HIV in Multnomah County.

The CPT will:

  1. Prioritize and facilitate the use of CDC funds as well as other available resources according to the plan.
  2. Collaborate to include multiple funding streams, media, and human and community resources to develop a broad-based awareness and prevention effort.
  3. Inspire and participate in the accomplishment of this plan.
  4. Monitor and evaluate the planning process and its results.

Guiding Principals:

The HIV Prevention CPT strives to achieve the following:

  • Inclusiveness: Assurance that all affected communities are represented and involved in a meaningful manner in the planning process.
  • Representation: Assurance that those who are representing a specific community truly reflect that community's values, norms, and attitudes.
  • Parity: Assures that all members of the team have equal opportunity for input and participation.
  • Empowerment: Assures opportunities for individuals to work on their own capacity-building and skill-building, resulting in greater self-determination.
The Multnomah County HIV Prevention CPT meets every other month. For more information, call Ronnie Meyers, Multnomah County Health Department, at (503) 988-3030, ext. 228. or E-mail Ronnie at ronnie.w.meyers@co.multnomah.or.us
