HIV Prevention Program: Community Planning Team Plan A Brief History In 1994, the Centers for Disease Control (CDC) required that states create community-based planning groups to determine the allocation of federal HIV prevention funds. In Oregon, each county public health agency was instructed to convene local planning groups comprised of service, provider, consumers, and other interested persons, to reflect the population demographics of the county. The main purpose of these county planning groups was to develop plans which reflect local needs and priorities. These local plans were then submitted to the state planning team and incorporated into the state prevention plan. The Multnomah County Health Department formed a local planning group that has evolved to become the Multnomah County HIV Prevention Community Planning Team (CPT). The Multnomah County CPT currently utilizes the state prevention plan with local modifications using a community input process. Planning groups utilize participatory planning to identify needs and make decisions. This requires the broad-based involvement of a wide range of individuals and viewpoints. Differences in background, perspective, and experience are essential to the process and valued.
