HIV Care Services Program

The mission of the HIV Care Service Program is to provide health and supportive services to low-income people with HIV/AIDS who live in these six counties:

  • Clackamas
  • Clark, WA
  • Columbia
  • Multnomah
  • Washington
  • Yamhill

The HIV Care Services Program manages over $3.6 million in federal Ryan White CARE Act (RWCA) funds for health and social service programs. We contract with local health agencies and community-based organizations to provide services, conduct quality assurance activities to assure that services meet quality standards of care, and ensure that all federal grant requirements are met. To learn more about the impact of this program, take a look at our latest HIV Care Services Annual Report 2006-07 (PDF - ~566 KB).

If you want to learn more about the Title 1 Unduplicated Reporting System (TOURS) see the PowerPoint presentation, As You Like It (~888 KB).

HIV Prevention Program

The mission of the HIV Prevention Program is to prevent the further spread of HIV infection in Multnomah County, especially among the most at-risk members of our community.

We do this by planning culturally-appropriate interventions which seek to change risky behaviors and by collaborating and cooperating with others who provide HIV prevention in our community.

Activities of the HIV prevention program include street outreach, the distribution of prevention items such as bleach, needles and condoms, HIV counseling and testing at health department and community sites, needle exchange, group education, staff training, contracts with community agencies, and convening and staffing the Multnomah County HIV Prevention Community Planning Team.

Program staff provide these services in a number of venues, including county correctional facilities, alcohol and drug treatment agencies, schools, agencies serving the homeless, and public sex environments.

Viral Hepatitis Prevention Services

Viral hepatitis prevention services are integrated with other services within the HIV Prevention Program and the STD Program. These services include:

  • Hepatitis C (HCV) counseling and testing through the STD Program , HIV Prevention Program, community test sites and Corrections Health;
  • Hepatitis A and B vaccinations through the STD Program and at Corrections Health;
  • HCV community education classes (see schedule under Information section, below);
  • HCV technical support and referrals for services;
  • Street outreach and needle exchange services through the HIV Prevention Program (see schedule under Information section, below).

Additionally, in collaboration with community members, Multnomah County Health Department staff facilitated a Hepatitis C community planning process. This resulted in the development and publication of the Multnomah County Hepatitis C Strategic Plan. The goals of the Plan are to increase understanding among public and private entities about Hepatitis C prevention and care, to prioritize ways to reduce HCV incidence, and to optimize care for those living with HCV in Multnomah County. This Plan addresses prevention and care issues for individuals who are at highest risk of contracting HCV in our community.
