Medicaid Enrollment Team
What Do We Do?
Eligibility Specialists screen un/under-insured individuals for the Oregon Health Plan and related health insurance programs and assist clients in:
- Completing application forms;
- Choosing medical and dental plans;
- Explaining health plan provisions;
- Following up with application status at the State;
- Advocating for clients needs;
- Assisting in reapplication process every 6 months.
Eligibility Specialists work closely with a number of community agencies
and partners to reach uninsured residents in the Portland metro-area.
We connect with community partners in several
different ways. Many agencies have received training from the
Medicaid Enrollment Unit on how to identify potentially eligible individuals.
Agencies contact Medicaid staff by phone or complete referral forms.
Outreach staff are invited to attend various community events including
school fairs, kindergarten roundups, neighborhood concerts, wellness conferences,
immunization clinics, homeless shelters etc. The Unit also works closely
with all area school districts within the Multnomah Education Service
District to reach uninsured children and families.

Who Are We?
The Medicaid Unit operates under Health Department Objective 2.1 A: Assure 100% access to needed health care.
Our Mission is to assist our community to access and retain health coverage through state and local medical assistance programs. The Medicaid Enrollment Unit is located in the Integrated Clinical Services group of Multnomah County Health Department. We operate under contract from the State of Oregon - Division of Medical Assistance Programs (DMAP) to provide outreach and enrollment assistance for the Oregon Health Plan and other related health insurance programs.
We employ Eligibility Specialists located at seven Health Centers and Multnomah Education Service District (MESD); the Eligibility Specialists provide application assistance to clients as well as to community and Health Department partners.
